Why this one is hard to judge by eye
Nothing this size arrives at the eye whole: the Burj Khalifa reaches you as a small angle from wherever you can stand back far enough to see it, and the brain fills the rest in from what it expects, which is how 498 m of difference goes unnoticed. On the drawing above the Burj Khalifa is about 6.17 times as tall as it is wide and the Eiffel Tower about 2.46 times as tall as it is wide, so the two outlines fill the frame in ways that have nothing to do with the one axis being compared.
What each figure covers
Burj Khalifa. The 828 m includes the spire, which carries no floors at all. The highest occupied floor sits more than a hundred metres below the number that gets quoted.
Eiffel Tower. The 330 m includes the antennas at the top, which have been changed several times. The iron structure alone stops about twelve metres lower, and the tower grows a little in summer heat.
The Burj Khalifa and the Eiffel Tower are both quoted as a height, which is what makes the ratio above a like-for-like figure.
