Why this one is hard to judge by eye
Smaug is drawn about 8.03 times as wide as Toothless as well as 8.03 times its measured size, so the area it takes in the frame grows faster than the figure anyone quotes. Nothing this size arrives at the eye whole: Smaug reaches you as a small angle from wherever you can stand back far enough to see it, and the brain fills the rest in from what it expects, which is how 96.3 m of difference goes unnoticed. At 8.03 times, Smaug against Toothless sits past the factor of about five where estimates stop tracking the real ratio and settle into a vague much bigger.
What each figure covers
Smaug. The length is the film design, measured nose to tail. The book gives no size at all, describing only that the dragon fills the hall.
Toothless. The figure is a wingspan rather than a body length, which for a flying creature is the dimension that decides everything about it.
